Yes he is. He is a civilian, one of the many that pay the cop's wages. The cop is paid to risk his life in order to provide common people like him security. So a cop who has to choose between the chance of shooting a civilian and getting shot, he should choose the second.

Nevertheless, you will find that a majority of people in your country (and in many other countries too) are afraid of that the police may hurt them in some way and they are not confindent in them.

I don't agree with everything he says or does but I think America needs people like him to help arrest its gradual slide into fascism.
