Yes he should have been, and so should George Bush I. But it was too soon after Watergate and the Dem's had no spine to take on a popular President. Add to this the fact that pinochet followed some of Machiavelli's advice: if you are going to have a purge, do it soon. Pinochets reing of terror time was soon after taking pwer and through the mid-late 70's. BY the 1980's there was no longer a need, and the bloodlettting dimished significantly.
