            to pursue someone elses metaphor - its one thing when the local thug kills a local innocent - its quite another when the local thug kills a cop. (not to imply that americans are global cops or whatver - just stating a realistic fact about power)

                Sovereignty is a fairly good one. The US certainly insists on it.

                    1. the PA is not sovereign. One of the reasons given for it not yet having sovereignty, is its alleged support for terrorism. Refusing a US request to allow FBI investigators would hardly endear the US toward the notion of Pal sovereignty

                    2. Lets take PA sovereignty as given. Very well. Allow Arafat the sovereign right to deny the US access for investigation. The US may then conclude that Arafat supported the attack. Does his soverienty prevent us from assuming that? The US may then allow Israel the sovereign right to respond to attacks on its territory, and to apply the Bush doctrine to Palestine. The Europeans may even be convinced that Arafat is responsible, and cease diplomatic and financial support. If I were Arafat, I would take that seriously.

                          This event will be ignored or paid attention to according to what kind of spin is placed on it. It's not attacking Bush to point that out. I happen to like a lot of his policies regarding foreign affairs, but I'm not taken in enough to say that this will automatically mean something in the longterm context. In my opinion Reagan was right to withdraw troops from Lebanon. Also in my opinion, it would be advisable not to get militarly involved in any venture inside the West Bank or Gaza.

                            Maybe that would be a great idea! If the palestinians could get a few months experience with american GIs destroying houses and killing people more or less in random, the IDF would be much more appreciated.

                              If we do go in there it will be far more than simple random houses being destroyed.
