That's something that has evolved over the past 60 years of American politics. Both parties, both conservatives and liberals are responsible for this.

FDR began the New Deal and LBJ began the Great Society, these Republican hacks merely continued wht liberals started. And yes, I think LBJ was a liberal. Doh!

Actually, the New Deal politics were a product of the times... Teddy Roosevelt really was the first president to start advocating such policies. FDR gets far more credit for the progressive advances than he should. It wasn't as if we dragged the country kicking and scratching.
