    In MtG's example the man was not in Mexico on duty. He had driven over the border while off duty to have a good time.

      I don't see why a man who entered Mexico as a private citizen should receive special consideration when deciding whether or not to extradite just because he belongs to the Marines...

      That's an internal matter (to the US) and shouldn't affect an international matter (such as an extradition request)...

        Extradition (except. I believe, for certain warcrimes and crimea against humanity) is strickly a matter of treaty. If no agreement, then no extradition.
