It's not necessary but the art is to have both answers relevant to the intervening question.

As he said, it's not necessary, but usually funnier when it is. For example, the question "What is the alternative to ****ing an intern?" is relevant to both the "masturbation" answer and the "George Bush" answer. However it only has to be relevant to the answer given before (see the first few in this thread that are).
