                  CATO's charts are misleading because they refuse to show dollar amounts associated with each quintile. This is a significant ommission.

                  Here are the numbers, adjusted for 2001 dollars, from the U.S. Census Bureau:

                  Note that the 6% increase for the lowest quintile is, adjusted for inflation, a whopping $680 increase over 8 years. That's not much increase in spending power--in fact, it is negligible. The next two quintiles also have marginal increases. But look at that column. The richest folks had an increase of 47% in their average incomes.

                          What's amazing is that the lowest quintile's income was in 1991 right back where it started from in 1980.

                          Note that, during the Clinton years 1993-2000, the increase was nearly $1,500 2001 dollars, as opposed to Reagan's measley $680.
