I don't have up-to-date data, but in 1999 the rouble was undervalued by 68% relative to it's PPP.
As a large proportion of military costs is the pay to servicemen then differences in the relative price level makes a big difference. (in this case making the spending per serviceman in russia go from 15% of Spain's level using exchange rates to 48% using PPPs).
