Remove all the humans from it.

                  flat out, genocide.

lets take the middle east, just for a very good example of my point.

2 groups that simply can't live together. they both want the same thing. don't bother getting into the debate, or taking sides, the two groups simply cannot coexist and attain all their objectives.

one must be killed if there is to be peace.

you do this everywhere, selectively killing a group that seems problematic, leaving a group that is supportive of you and yuor practices.

germany had it right, as wrong as it seems. kill the people and bring in your own. the only way to conquer the world.

even then, the people would grow sectionalized over time. it's the human condition.

i often ponder what would happen if we colonized mars, how long it would take before they rebelled.

                    Create a world suprafederal government.

Eliminate all barriers to the free flow of commodities, especially labour.

Gradually introduce a single currency and global labour and environmental regs. Eliminate minimum wage, but offer decent welfare (which is therefore the effective minimum wage, and which I believe is necessary in a post-industrial future where humans are increasingly unecessary to the economy).

                    Single global peacekeeping army.

Encourage people to be citizens of the world and care for each other. Global patriotism, not national. A Global Service instituted (like missionaries but secular, or like the national service you can do in some countries).

                    Colonize Mars.
                    "Wait a minute..this isn''t FAUX dive, it's just a DIVE!"
"...Mangy dog staggering about, looking vainly for a place to die."

                        fake alien attack.

america stages a UFO invasion, levels a few cities, then goes out and destroys them, and says "you know, we fight a lot, but we're all still humans here".

and attempts to begin world wide patriotism begins, and fails.

You don't really need an enemy, you need a challenge. The space program is a perfect example of something that can light up the imagination of the entire humankind.
