There is a reason why these types of punishment have gone out of style in most places in the world.

Want to complain about the American system of incarceration, fine, go ahead, i probalby agree, but there is a vast difference between that argument and how to punish looters. What is to stop these guys from sulking, meeting with some radical who says: hey, i got a plan and you get to revenge yourselves, here, have a gun and follow me.. and then we are all in a happier place, no? Bullsh1t!

Since there is no working system of laws yet, the best that could have been done is place these guys under arrest and transfer them to a prisoner camp, if a bit segregated. That would be a nice form of punishment.

And what's to stop them from doing that ANYWAY?

If you have to choose between incarceration from the public eye where the hatred of the criminal can forment and humiliation in front of the public where they all know you broke the law and made life harder for a fellow Baghdad citizen (looting someone's business)...which is the lesser evil?
