The thing is, of course, that if they don't fire or drive, then they really have no way to maintain control of the city, especially when the local population doesn't want them there. Depending on the situation, they may not need to shoot much, but if they can't use their vehicles, they're already at a severe disadvantage.Comment

true, but then also the locals wont be driving so no movement of food stuffs so once again any seige will severly impact the locals too.
