OOC: still, if you consider the FCL division as regular, they are still too big for a divsion. I counted 11 regiments for the FCL "division" - that means it's 2 or 3 times the size of a normal division.
What definitions are you using for "regiment"? Remember it varies from country to country. A regiment in British (and Canadian, etc.) terms is about 500 or so soldiers, and not equivalent to an American Brigade (generally a few thousand soldiers). In American terms, substitute "battalion" for "regiment" and you're good to go. In either case, Divisional strength remains the same.
