No to mercenaries. If you change the rules for one team then open them up for everybody. It changes the game. You must allow shared victories for instance. You must allow "teams" of civs. No. No no no no no. And NO.
Why not use the "balanced" start option in that is present in the choice? Take that one. Otherwise, no oversight. Live with what ya got.

Since I took last week off and played about 100 hours of Civ4, I observed that starts tend to be fairly equal anyway. As the difficulty level goes up, the starting positions become worse.
If this is played at Noble, then all teams should be pretty good on resources.
Of course, having said that, one of my PBEMs put me into a completely useless start position. I'm in a nasty little coast zone with desert next to me, a mountain range entirely blocking the bulk of the continent and an AI civ blanketing the area past the desert. I have very few resources and zero expansion room.

Team Mercenary is not asking for any rule changes at all. We have merely outlined how, exactly, our team will function in the game diplomatically, and have asked the opportunity to play. Teams are perfectly free to express their displeasure with our diplomacy in game by whatever means they deem neccessary, that is a risk we accept as a team.
