In a single player democracy game, where there is a large team playing against the AI, you need someway to organize yourselves. This usually involves electing leaders/players and a series of advisors/ministers (foreign affairs, military, economic, etc) on a periodic basis. You also need a way of involving the rest of the team in the debate on strategies and the key decisions related to the next series of moves (eg where to build the next city, which wonder should we start, do we go to war against England now, etc). The constitution explains how all this will work; it basically sets the ground rules for how the democracy team will run, including election processes.
