There seems to be a majority for SP or both, and this should be started ASAP. There are more experienced folks than I in this regard, but I suggest we adopt as a provisional document a decent constitution from a previous game.

I vote adopt-a constituion, however edited wherever it may need it.
If we adopt an old one, we should vote on which one to adopt (unless theres a predominant one, I dont know. Havent been in a demo game in so long).Resident Filipina Lady Boy Expert.

Just adopt an old one and tweak where needed for Civ 4 - one from scratch would have us starting about when Civ 5 comes outBut there's no sense crying over every mistake. You just keep on trying till you run out of cake.

That's not much of a constitution, I can see all kinds of problems arising from it. Not to mention that it's for Civ2, not for Civ3. With a bit of searching I came up with this:
I think this would still need some reworking (at least to determine what responsibilities the ministers will have and to add the amendments to the main article) but it could serve as a fair basis for a Civ4 constitution.
I would suggest using this as basis for further discussion (unless someone can come up with a newer/better version). Since making amendments tends to be a pain in the arse, it would definitely be advisable to take some time to see what needs to be changed before starting the game. I think we'll have people from all kinds of different DG backgrounds (Civ2, Civ3, SMAC, CtP1/2) joining, so let's put that combined experience to good use...
Oh, and the C3DG community not even able to find its own constitution, what a lack of respect for democracy
