          Sarantium and team Merc. are perfectly able to cooperate. Con and most of team Merc get along really well, so I'll be surprised if they aren't, especially since they both hate the horde. As I mentioned before, E_T is a micromanagement freak. He will extract all the juice out of whatever land they have.

          Also, our financial bonus? Sarantium is financial as well. And courthouses only remove 50% of upkeep. the other 50% we still need to pay. If we plan to fill a whole 4-civ continent and expect not to have our upkeep costs astronomically above what two civs can manage on a similar size (and I'm saying about 4 times as much, before inflation comes into account)

            That's why I was proposing the Banking shot. It would at least halve this weight.

            If we cooperate with GS at least for a while, we can get a good lead in techs over the other continent. There are certain techs that can help to solve this problem - Banking, Printing Press, Industrialism etc.

            I agree the two (Sara, Mercs) are catching up on us, but once we have CoL, we'll be growing approximately as fast as they combined if not faster (the rapid settling we're planning).

            By the way, we will have monopoly on macemen until GS trades Machinery with us (they don't have MC still). If we do the banking route, we're also likely to have knights and probably even musketmen monopoly for some times. That might be a good time to attack if we're planning to do so.

              your acceptance of the deal proposed by us.
              We are also willing to cooperate closer in technological development
              so here's a list:

              AC techs currently researchable:
              - HorseBack Riding
              - Music
              - Drama
              - Calendar
              - Construction
              - CoL
              - Feudalism
              - Theology
              - Compass

              We've just done researching Currency and we could transfer it to you
              right away in the hopes that it cuts a turn off your CoL research time
              on a basis that you transfer CoL to us immediately after it's research
              is finished. This exchange would be somehow resembling our much
              earlier dealings around Monotheism and us getting a religion.

              After that we'd be interested in Calendar as it would allow us to use
              our newly acquired resources. Since you are researching CoL, we could
              be doing Calendar now and once done exchanging it for your
              Construction.
              The next most important tech to us seem to be Civil Service.
              We are 5 turns away from great person being born and there is 40%
              chance (being the highest chance of all) that person will be Great
              Merchant. With it we could almost-finish CS for an extra turn or two
              of research.
              We are not sure, therefore who of us should research CS, as if we
              indeed get the merchant, and you have been researching CS for a couple
              of turns, that investment would be wasted. Do you have any suggestions
              in this matter?
              At some point we'd want to also take Compass, but we recognize that as
              of now it is of little value to you, so probably it won't participate
              in cooperative tech plans so much.

              Also, what are your plans after CoL?

                Comeon, there are civ4 PBEMs and multiplayer games, tons of them. Some instances where a player did not take the opportunity to conquer all available land and did not win.

                QFT. This is the plan i was referencing. This attack will be carried out at a later time when civs can more easily use that much more land.

                              After some discussion, the elders of the Storm share your interest in
                              learning the secrets of Civil Service. After we finalise our Code of
                              Laws, we can delay further research for a couple of turns and invest
                              in gold until a great person emerges from your glorious civilization.
                              If the gods deem to bless you with a Great Merchant, you can research
                              Civil Service. Otherwise, we can research Civil Service (since our
                              research capacity is likely to be stronger than yours until you
                              recover from your conquests).

                              After the many millennia of war on our continent, the Stormian people
                              grow weary of violence and many seek a better way through the ideals
                              of pacifism. Hence our elders feel that Philosophy would be beneficial
                              for our civilisation. Should a Great Merchant be born among your ranks
                              and you research Civil Service, we would like to set our hearts on
                              researching Philosophy.

                              I like the part about them having better research when their GNP dropped below ours a turn ago and they have no libraries.

                              Philosophy is nice, but pacifism + monarchy seems strange.
                              They're just plotting to take all the religions they can, which kinda makes sense them being the only spiritual civ.

                              I'd suggest them to start on Philosophy right away, so they don't miss.

                                We feel that the proposal to delay research a little is a good one, especially because the delay isn't likely to be long (we're getting the GP at the end of next turn).

                                We also think that if you want to found a religion with discovering Philosophy, you should start research as soon as possible, so no other civilization gets there first.

                                In case you take on research of Civil Service, we will most likely be researching Compass.
