Looks like they are downplaying their lead.
Their land does have rivers, one is clearly visible north of The Warning. The Warning it self must be a quite good spot. Just look at all the infrastructure they built there.

PAL is full of bull. Based on early game C&D spying of their Food/Production totals, they started with a water resource, and likely a fish tile. Add that to their multiple floodplains tiles at the start, and they have a damn good capital. Certainly better than ours!

Everything they said in that conversation was spinning of one sort or another. Based on the comments they made, it's even likely that Imperio's whole "you have the most cities!" shtick was prompted by PAL. While it's obvious that PAL is the runaway team, they've done a good job of convincing the others that we are the biggest threat, based on one particular stat, city count.

Although we should keep the lines of communication open, I think we're done dealing with PAL unless they're willing to make some kind of concession to us. Supplying Imperio with ivory and not our team is *NOT* balanced or even!

Updates on PAL: Last turn they built the Kong Miao and MoM. On turn 600 they converted to christianity. I sent them a reminder over our proposed trade but no reply
