1.18 worked with less problems... some things are new.
the radio thing however is a change jesse did on purpose. but why he gave it to all civs instead of deleting it as a whole??? i don't know.
the problem you've got, you could fix by adding the line
WindowsFileBox=1

this is what is states about 4 lines below that statement:
PBEM: v1.20 Games can not be loaded on earlier versions. Earlier saves can STILL be loaded in v1.20Comment
