A general note. Now that we are a Democracy, War Weariness might get bad. We can't afford long wars anymore. For that matter, we can't afford many short ones either. Especially when we declare war.
I can't remember the exact wording I used - but I was intending to mean ROP-raping. We're certainly far enough into the game that breaking a simple peace treaty is mostly harmless, and honestly I'm not sure how/why we were at peace anyhow - most of what I saw from the previous regime was a desire to destroy Korea, and so I did.
Democracy I have to say I wouldn't have chosen - for precisely the reason you say. In a Huge Game, where we're not in the tech lead, I don't think we can win without fighting wars, and other nations (like the Celts, the English, and the French) aren't going to let us - all of the above-named nations declared war on us, not the other way around. I agree that being at war with all of them isn't a great situation; but it wasn't exactly optional. I personally wouldn't have given up nearly that much - refining particularly - but that's your call when you play, and the Celts are the one nation that could do us damage. (Fortunately by the end of my 10 turns they had not done anything, but I'm sure they had something up their sleeves.)
Fast wars, as you say, are definitely the way to go - with small nations, a quick war of conquest waged with a huge force is the way to go, something that in 5 or less turns can take the entire nation (or enough that we can make a debilitating peace).
With a large nation, like the Celts, if we decide to wage war with them (rather than just staying on the defensive) we should take (and even raze!) a few major cities, enough to seriously damage their ability to wage war on us, and then sue for peace (usually for free at that point, or cheaply).
Don't forget, although the AI gets free unit support and whatnot, we have a far superior production base than they do, and can quickly produce a lot of units. And, since this is a AU mod game, if I'm not mistaken there's greater (as in nonzero) free unit support in democracy than there is in the normal game, so we can support a larger army than otherwise. (Correct me if i'm wrong, this is one of those areas i'm not as familiar with.)

First things first. We have Hydro Plants at home, so Coal Plants can go. Lot's of cash for the sold structures, and much less pollution everywhere. Everybody is happy.
Second, Hospitals and Stock Exchanges at home. Mo' money!
Third, peace. No, not with everyone. But there's no use "fighting" India. And the Zulu can give us Silks, if we sign peace. And so we do!
Fourth. Rule of thumb: Guerillas are worse than Infantry in almost any situation.
Fifth. Rule of thumb: After conquering a city near enemy borders, rush some culture (Temple or Library) ASAP.
Sixth. Believe in Artillery. Build Artillery. It will clobber your enemies to the point where even their own mommy won't recognize them. (As a bonus: Artillery seldom dies, so you only need to make them once. )
Seventh. Finally found me a goal for this period. Prepare an assault on Nagsu, Agade, and Marad from Sumeria.
Lots and lots of changes to build queues. Core cities do Infantry now. Core cities that can do Artillery faster than Infantry, do Artillery.
A couple cities will switch to Worker-pumps. Why? To grow the cities with hospitals to maximum size ASAP, by joining Workers. Also, some terrain can be changed to produce less food, and more shields, while keeping everyone fed.
Some cities switched to Galleons.
Signe peace with everyone but Sumeria. Get Silks, and some gpt from various countries for old technology.
I tell te French people to beat it. The declare war. Alright then. They shall burn. Heavy drafting in former Korea.
Most useless 2-shield-no-chance-against-corruption cities switched to Workers. And Drafted from. Those are the only two things those cities are good for, IMO.
I don't know where those troop transports were going, but the main thing is, I'm talking past tense here. They go to Sumeria now.

Rushed a load of things, mostly culture and Courthouses.
Started upgrading Galleons to Transports.
Started building some Destroyers.
First Artillery attack against the Frenchmen. Our forces enter from the south, and from the north.

Again some French people die. This time, we take Orleans away from them.
Due to our units in enemy territory, heavy War Weariness happens. Hopefull, the French can be talked into peace, after we take Marseilles next turn. 30% luxury slider, and that's counting many imported luxuries
I try to put 2 defensive units into every coastal city, pulling all others to one place. This shows 4 loaded Transports at home (heading for Sumeria). I find 20 outdated units in former Persia (waiting for cash to upgrade...). I find a strong force on Island. Persian lands get a 1-unit defense for coastal cities. Fortunately, we are the only one's with amphibious units, so there's no danger yet.
Workers added to Trondheim. It can do 1-turn Infantry now.
We get some cash from the Ottomen for the knowledge of Sanitation.
I ask Rome to declare war on Sumeria. They accept, for a fair share of very old technology (Education ).
1820 AD
Marseilles taken. The French won't talk. 30% lux slider, but many new Entertainers. This could get ugly.
Join a Worker to Stockholm. It can do 1-turn Artillery now.
Upgrade more Galleons.
Start Destroyers in more cities.
1822 AD
Took two French cities (Rouen, and Namp'o. The bastards still won't talk.
1824 AD
The Sumerians land a 4-unit force on Island. It disappears quickly.
The French lose Grenoble, but they still won't talk.
Got some cash from the Zulu for Sanitation.
Another 3 Transports sent to Sumeria. ETA: 5 turns. I think we are making too many troops, so I switch more coastal cities to ships.
Mass Production in 1 turn.
Halfway through. I don't know if we'll be able to attack the Sumerians. War Weariness is bad, and it must be stopped, before it forces Scandinavia into Anarchy.
The turns are taking loooong now, and I need sleep. The rest comes tomorrow morning. Hope you all don't mind.
Getting back to business. Researching Motorized Transportation for Tanks. We have one city that can make 100spt (1 Tank per turn), and several that can make 50spt (1 Tank every 2 turns).
1826 AD
The Sumerians have sunk one of the Trannies that was headed to them. Lucky buggers used only one Frigate. Three Transports left, but no Artillery on board. This will be costly, because we'll be facing Infantry there.
Mass Production sold to the Celts. They gave 400gpt. This is the kind of cash an AI can make, when their cities grow to metros.
First Destroyer commissioned. They move 10 tiles per turn.
Find a Sumerian force that landed in Hittie lands (former Greece). Sign a ROP with the Hitties, and dismiss the Sumerians.
Three transports unload their cargo on Sumerian soil - near Nagsu. Mostly Guerilla, and Infantry units. One Cavalry division. All in all 18 divisions.
We have 25 Artillery now. Still need 2-3 times more.
Lower the lux slider to 20%. Motorized Transportation in 5 turns. making +600gpt. Need cash for rushes, and upgrades.
Many coastal cities at home switched to Commercial Docks. Cheap income boosters.
1828 AD
Attack on Nagsu. Lost all Guerilla we brought in (9), killed 4 Infantry, and a leader. Nagsu is a Viking city now, with 5 Infantry inside (4 fortified) The citizens aren't very happy. Like I care.
In the mean time, the Sumerians landed two more Galleon loads of troops in former Greece. Viking forces proceed to dispatch those. Some survive until the next turn, because we have too few units. Not that Medieval Infantry could hurt us.
To make our War Weariness less painful, peace is signed with Sumeria. We also get Wines from them.
First Viking Cruisers commissioned.
Trying to talk to France, but they won't. Forces enter to take more French cities next turn. They sunk two Viking ships.
1830 AD
Attacks on Lyons, and Cahrtres commence. The French defend with success.
Some French counter-attackers dispatched.
First Viking Battleship commissioned. The name is, of course, Thor.
1832 AD
The Iroquis and the Celts sign a Mutual Protection Pact.
Some French Cavalry units kill themselves, trying to counter-attack.
Now the WW got really bad. And the French still won't talk. This is headed straight for revolution in Scandinavia, and mass suicide in France.
Chertres is a Viking city now.
Lyons is a Viking city now.
Got a leader attacking the French. He rushes a Factory in Seoul.
Lux slider up to 40% now.
1834 AD
As planned, the Sumerians land in roman territory. Let's hope they can capture some cities. Then we'll be able to make them go to war with the Celts, and do some damage.
India and Korea sign a Mutual Protection Pact.
Orleans flips to the French. That rushed Temple didn't even have a chance to move borers.
First starvation due to War Weariness.
We had a Conscript Infantry near Orleans. It's retaken now, and the Infantry promoted to Regular.

This game became so big, I decided I'd better give some info on what is happening in various places.
The Celts are still ranking in cash. We are currently getting 730gpt from them. Which is about the only reason I didn't start preparations for a major invasion yet.
The Persian lands move all produced units to Persepolis. Many Med Infs are still waiting for an upgrade there. Most coastal cities have 2 defenders now, at least one of them an Infantry. I switched some cities back to infrastructure.
Scandinavia has a rally point set up in Risor. All non-coastal cities send their units there. Seville pumps out Workers, that are being added to metros. Current destination - Joe Cool's Beachhouse. 5 Workers are on automation (no altering).
Island has it's force spread over the whole area. There were enough units to keep watch over every tile anyone could land on (using the Sentry command). I joined most Workers to cities, leaving a few for automatic Pollution cleaning.
There is a large force in Nagsu (the conquered Sumerian city), with 2 additional Transports close by (I was moving them to Nagsu).
There's a Guerilla/Infantry/Artillery force headed for Paris.
