I'm playing full civ capacity, 32 civs. At this point in the game all 32 civs are 'alive'.

I needed to give fission to conclude peace, but I am not sure to be the loser in this deal; if not broken during the ten following turns.

I decided to go to the french to help out in my war against the Persians. French were #1 in culture, and #3 in everything else, with persians #3 in culture, #2 in everything else, and myself #2 in culture, #1 in everything else. I figured France would want something rather large to go to war. I was prepared to pay a very large amount in both techs and money... And what did they ask for? Fur. Nothing else. I had plenty so I gave it to them.

I could post a screen shot but that just doesn't capture the mood.

Yea, I know. It was mine the next turn. I just thought it was funny that I couldn't use it as soon as I built the city.

You need to establish your culture first! Build a temple or library. What good is a granary, if your city culturally flips to another empire?

No. more culture is not necessary to get the cow (Smolensk's ring is just one square, too). Just wait the one turn.
I don't know whether this is a bug or intentional, but that's how it is.
