        You can't hurry or draft from a disorder city, I don't think.

        My point with the pop-rush, is with just 20-shield citizens, I might be saving only 5 turns for each citizen. Why would I want to make someone unhappy for 20 turns and sacrifice a citizen for 5 turns? I understand the severity closes loopholes, but shouldn't the unhappiness diminish in the amount of turns we save? After all, the cash rush diminishes with each turn you hold it off for.
