Suggest loading CTP w/ the Apolyton recommended mods until the fix the tech problem.

Salvor, the tech trading between the AI Civs is too great. It isn't possible to keep up in sci without beating it out of an AI Civ. (Trading peace for sci) Also, the human/IA trade seems out of balance to me. I've offered 3 sci and gold for one sci of the same level and had it refused.

1.17 has alot of good things in it but they also fixed something that didn't seem broke...
