                  Check out civ3.com's gallery section, picture #18 (lower right of page 3). The cultural borders extend into coastal waters and seas, but not oceans (the darkest / deepest waters). The screenshot also has a whale out at sea, and fish in coastal waters.
                  Looks like a cultural boundary of at least 2 squares into water applies, assuming sufficient culture.
                  Triremes / Galleys are limited to coastal waters (Seas with Lighthouse) and Caravals to coastal and seas (no limit with Lighthouse).
                  Here's an interesting thing... you can charge people for using the Great Canal.
                  It would be nice if there was a diplomatic option to allow sea travel but not land travel though your territories.
