As a somewhat philosophical note, the meaning of the word 'Soon' haven't changed much with the so called internet-revolution. 'Soon' at most websites often has the same implications as the word had in medieval times...
There is nothing in that code. That JavaScript merely outputs the name of the domain you are trying to access ie the link towards the bottom of the page that says www.civ3.com. Try it out, drop that code onto your website and see what it does, it will output your domain name. I'm sure Firaxis has much more sophisticated, server side security measures than some JavaScript that anyone can see.
