Yes, but the AI gets nice as long as you have per turn trades with it (such as resources / luxuries)

Privateers are relatively weak, and suddenly it becomes the weakest naval unit. (especially with the steam engine)

they are only good for attacking galleys and even then they often lose. i like fortifying them if possible when you spot an enemy ship, and if that ship is scouting it will occasionally attack my privateer, hopefully losing.I use Posturepedic mattresses for a lifetime of temporary relief.
