Site 16 is strategic, sure, but settling it too soon will make us desparately overextended. When build, this city is a real threat to ND and Lux, and must be backed by the Army, which can be done only if the city is connected.

I agree with that Assesment. We need to make sure that we have the Jungle boarder locked up first and formost (Site #'s 2, 3, 5 & 6). Maybe 17 & 16 afterwards and backfill to 15.
But the main thing is that we will need a much larger PW group to do it with. We need to try to generate about 10 more workers over the next 10 to 20 turns to accomplish the road network in a timely mannor.

Move site 10 one tile North. That will make it a coastal city, and make it within 3 tiles of both #3 and #8.

ET, having a look at you map, I think we could better colonize as quick as possible in the valley north of Madrid. We could build #16 at an earlier stage and backfill in that direction. I also consider the gems too worthy to be conquered by our opponents. About the empty space above #12, is the no way we can use these valuable river-plains?
Perhaps we can move #12 NW. Eventually we could move #7 NE to make the overlap smaller

If you move 10 north OR 3 West, so that either is on the coast, you get more overlap which would hurt 10. If you moved both, then it would be worst.
