Economy controls all internal building and development, including city build ques.
Tactical is concerned with military planning, gathering map intelligence, formulating threat assessments, etc.
Diplomats would be concerned with finding potential trades, maintaining relations with the other human teams, assembling general intelligence reports, etc.
Decisions on research priorites and goals, deciding to execute trades, decisions of war, peace and alliances would be for all of us. This would mean the slider should be decided by all of us.
2 of us should be set to be the players. One the leader, the other his second in case the leader is unavailable. The leader and his second play the game. The leader should be the arbiter of split decisions within the team. The player must be able to make decisions in the absense of directions from one of the schools. For instance, the player notices a city about to go into disorder, but the economists did not mention it. The player should do what is required for the best results for the team in the game.
Each school decides on it's own leader, or minister. The minister is responsible for ensuring that the duties of the school are performed. All of the members of the school should assist him as best they can. Anyone should feel free to contribute ideas, but it is the duty of the members of the school to get the job done. Each school should post its orders prior to each session so that the player can follow them in playing the game.
It appears that we will be playing PBEM. Each team will be allowed 24 hours with the save. That means the game will go slowly, but have short periods of increased activity as we pour over the save in preparation for doing our turn.
