The Celts are currently at war with the Goths, and with the Macedonians. The Goths are winning this war. I think they will be a far greater danger, than the Celts. Either way, I agree we should be planning for a war to the north.
We are currently making 3 Legions (or 4 Heavy Cavalries) worth of cash each turn. This means, that having Barracks in vital points should allow us to muster a quick and powerful defense on the very turn it's needed. This is what Emperor Jon C Nunn was referring to - we don't need to keep forces where they are not used. I would add, that rushing Barracks seems a good thing to do, especially since they cost very little gold with a 1-shield prebuild. If you imagine 6 Legions, or 8 Cavalries greeting an attacker, with more coming along, this seems like a good investment.
