You can't own water? Let me guess, you don't live on the coast. Buy a plot, and have exclusive fishing rights. Lobster harvesting, a host of other things.
Water tiles are vital to the game as much as any other. A city with a harbor and offshore platform is not to have its whale or fish square laughed at.
You cannot buy sea as you buy lands, but you should be able to be granted exclusive fishing rights at a price determined as it is for lands. Theoretically, it should be the same for mines, unless the owner of the land owns also what is under the surface, which is rarely the case.

So, just to clarify, we can't bid more than $1000 unless we are only bidding on one tile? Or is it that you can only bid $1000 or more for one tile and you can bid less than $1000 for two other tiles? Why don't we set it as a 2-3 tile limit and forget the $ limit since if you bid too much you'll end up with negative $ anyway.

There has got to be an easier way to do this with tiles. If only I could edit the image and number the tiles. That would be easier.
I think we should have a screen pic with the tile numbers on it and one without. Should have the grid set to on. That way you can see which tile you are bidding on and what is at that tile.
