Do many turns, slowing down (to get feedback) only when it comes to major decisions like:
1) where to put our next city
2) we contact a new foreign power
3) major trade deals (ex. tech trades, strat resource trades, etc... territory map trades or contact with civ trades may be minor enough not to consult about)
4) we get into a major war
5) there's actually some important decisions to make in city-building or PW (like a wonder or securing a key resource)
6) a new tech is available to be researched
Minor decisions should be made by the President and ministers, we elected you for a reason. We give you the authority to make such decisions, and while pleased to be consulted, I don't think we need to have input on every little thing. Ministers should use their judgement to decide when to get input. Some things are no-brainers.
