When you save make sure at least one unit is still "blinking". Im other words one unit HAS to have movement left and is unfortified. Then press CTRL-N, that will end your turn and zero out any movement for any unit including the fortified ones. That prevents the AI from unfortifying and moving your units all over the place.
After CTRL-N save the turn, then post it here with a description of what you did that turn.
BTW, i advise against cheating.
