Curt THIS is the sequence for playing PBEM games, do not try to play it as a normal civ2 save file.
First of all be sure you have the Microsoft gold edition(MGE) of civilization 2.

Select:
Multiplayer
Network Game
TCP/IP
Load a saved Multiplayer game
Then choose the correct .net file from your directory
Then choose the Deity level
Check Open game
Choose unlimited time
Network name -does not matter
Game name- does not matter
Start game
Choose your Civ
Your gender
