I´m totally against Darius proposal. This is just a game, not an exact recreation of reality!!
We aren´t following a plot here. ok? If i wanna research nuke techs, spend every single peny i have on that; is it wrong? is it wrong to concentrate your resources on ONLY nuke techs. Yea, i may get the nuclear bomb in 1943.
What´s the big deal? That always happen in civ2! And that´s exactly what makes it such a wonderful game... YOU CAN REWRITE HISTORY

I think we should have limited unit gifting. Eivind, you yourself said that China cannot win without international aid. If that is true and it cannot receive aid, then why bother having it as a playable civilization?
Of course you would say that Stalin II, that way you get crappy resistance in the pacific! Someone has to make it so that it isn't easy for you to win on the Asian mainland.

I think limited unit or cash gifting should be allowed, especially to China. Either that or I change China around so that it can survive on its own.
Personally I agree with Darius on tech trading, but this is your game. You, the players, will decide on which house rules you want to use.

Eivind, I would give China lots of infantry, perhaps even without home cities, to represent the sheer numbers the Chinese had over the Japanese. Remember that the Chiense outnumbered the Japanese 10 to 1. If you dont want ot give them a lot of infantry, then just make Chiense infantry extremely hard to kill and let them be able to shoot at aircraft. That will make defeating China more difficult, which will give Japan a tough time on the mainland. Japan never did defeat Chiang Kai-Shek.
Have you played with the japanese?! They dont have so much as you think. The tank is not good and there's very few troop divisions and the only thing japan has is: Some average planes

I strongly suggest you to increase the number of defensive units everywhere. At least 2 infantry in the majority of the cities...
Increase the movement of aircrafts and vessels!!!! PLEASE!!!!! This is a gigamap!!!!
Seriously, i don´t wanna play a "new" ZWK version...
I hate ww2 scenarios with few units and low range movement... this could turn into a boring and frustrating experience...
