I still think you MUST reduce the number of shields per row!!! 20 is too much!!! seriously...
Rushbuilding units/improvements is TOO EXPENSIVE!!!
I noticed a similar situation in my iron curtain game... i saw that the rows have 12 shields per turn; and in some cases i found it too much. So, i decided to cut it down to 10 in the future version.
Really, it harms the possibility of rushbuilding things.
I strongly suggest you to include city walls in the small cities (less than 4-5 population)
You always lose population after one of your defensive units is destroyed... in case of constant attacks, after 2 or 3 turns, the city maybe destroyed.
