i think most of us are just disappointed that civ3 bombed and we have to vent our frustrations...

I found this cruising another forum and I didn't know this.

And then the inevitable question, Is it a cheat, or just something to exploit.

Wow, learn something new… didn't think about the ramifications. Reminds me of Civ1 when waking could be done as many times as necessary to complete a task.(\__/) Save a bunny, eat more Smurf!

I doubt it would add much time in our games. You rarely have more than a handful doing improvements. I'm willing to go along with the group on this one. Even if we dissallow it, people using two settlers on a single road through tough terrain would benefit.
And of course it brings up the infamous XIN transform a mountain in one turn trick. Would that be considered a cheat too?
