Wrong! Even if you turn all workers in both cities to Elivses the food route can still appear.

Food route will replace an existing commodity route only if the destination city has higher BTA than some of existing 'commodity' cities.
So if you max trade in 'commodity' cities and set Elvises in the dest city of the food caravan then the food route shouldn't arise...

With railroad links and superhighways in both cities it is sometimes impossible to prevent the food route appearing even when Elvis is used.

So has anyone, say like Samson, completed a definitive work on food caravans?

            Samson...are you listening?

Attached is a save from a game on a giga map. Somewhere I have a game in 2.42 that illustrates this as well but can't find it right now!

The flashing freight is food from Trondheim. Send it to Lunde-Darwin (a little to the west) to establish a food route. Even employing Elvis the food route is always recorded in the capital at the expense of a normal route. This is the type of situation I was thinking about…note the powerful trade link created by railroad and Superhighways in each city.
