      I've always thought the the Powergraph gives too much value to the number of units (rather than the quality of them) and the number of cities (even if poorly developed).

      Its mostly the size of your pop, but with AI the population is (almost) always closely related to techs/units and number of city's.

        I used to exchange or give techs, it's the way in OCC. But I'm always reluctant to give some military keytechs, as gunpower, metalurgy or mobile warfare : it feeds escalate.

          I agree, but there are a lot of techs we *can* gift them that are not very valuable and especially ones that they will get from other AI civs anyway when the pacts against us begin. So we might as well take advantage of would we can gain by this Key Civ strategy.
