The big problem with that is that quite simply the better defined the rules are, the more possible loopholes are created for persons to purposely exploit. Most people banned/threads deleted are such for violating the spirit of the rules (well defined or not) which is pretty much known to everybody. In most cases warnings are issued for all but extreme (and obvious) breaches and for repeat offenders (who know very well how the rules work).

The only realistic solution along those lines would be to go over the FAQ with a legal degree and basically define it out of existance. Nobody would ever read the several hundred page result.
