I do the opposite. I run FM and Wealth early to get the very high energy output from my base square, then I head for Demo / Planned / Wealth for a pop boom and use specialists to make the low efficiency a negligible hit. One I have my specialists in place I can run pretty much an SE I want.

It was easy actually, I was playing a diplomatic challenge, the AI remained friendly and I won the supreme leader vote.
In this case it was made easier by not using SE.

have to agree with frankychan since im a hive fanatic aswell. downside is against the comp gameplay is usually b4 i make a decision on the final 2 so they vary depending on if i want cash or tech.
