      No-one I have used nerve gas on complained to me afterwards.
      The surviving citizens who witnessed it complained, but not the actual people it was used on.

                    Atrocities are definitely the best way to annoy the AI, but if you really want to annoy a human player, probe raping and bombardment is the way to go.
