Definitely pirates. As mentiones earlier, not only do they consistently bombard the coast (which is very time consuming to watch) but they usually have a juge airforce. What I have learned to do is to use naval probe teams. I know it sounds kind of stupid, but with a few good naval ships to protect them and a free market, you can mind control not only their base but their naval units as well.

May I point out to Lazerus that his statement that Empires are built by dictators, not democracies, is not true. To give two examples: the Athens of Pericles and The British Empire of the 19th centuries were both democracies that created empires.
The Pirates are most annoying, followed by the Data Angels

Bah! I say the "benevolent" Sister Miriam. It's guarantee'd that you will be in a Vendetta with her within 20 years of contacting her (20 may be too much in fact).
She swarms at you with her fanatical armies spouting religious psycho-babble and hordes of Believer air support.
Worst thing I've seen is her launching a 20 unit raid on my cities (I had no AAA units built) and let's just say I was pissed.

Someone said that the angels were the most annoying, and someone else said the believers.
I'd like to say that you can prevent having these factions being annoying. Build probe teams, and build high tech units. It's hard to use probe teams against the Angels, but by putting probes in your bases, they can't do anything, and the Believers can be held off by a couple good tech units.
I still think the pirates are by far the most annoying. YOu can't do anything to prevent them from attacking you. They have the naval supperiority, and no one is going to stop them.

I have to go with the group and say that the Nautilus Pirates the the single most annoying faction, thanks to their lack of strategy and their pollution of the seas with their cruddy bases.
I think honourable mentions go to the Progenitor factions too, I hate those guys.Trithemius

I insist the Morganites are the most annoying faction. Much of my playing experience is from TCP/IP multiplayer games. In these games, some options are forbidden, particularly expelling a probe team. If you do not have a pact with Morgan, he will incessantly probe your cities, even if you have a treaty with him! This forces you to either fight his probe teams with your probe teams, kill his and accept vendetta, or shmooze a pact out of him. The Pirates are easily handled most of the time with artillery, or marine units (which can attack sea bases from adjacent land) or with formers (to raise the land and provide and easy means of reaching them). Artillery is cheap and has a height advantage when firing from land at Sven's marauders. If he is sniping and you can't be bothered to reply in kind, crawlers along the coast will prevent him damaging your terrain imrpovements.He's got the Midas touch.
