Well, Maniac dropped a shell in the Peace Conference thread. We're accused of 'stealing' 200 ec's from 'their' University.

This means, taking Spartan methods into account, that they're gearing up to show us an example if we don't bind in.

I'm starting to think that that assault on the Hive is a bit of misconception, for compared with their assault on the PK's there's not much material to be seen around those bases. They might actually still be assembling a force near our territory, and those cruisers we've seen were just testing the waters.

While the University Protectorate can according to the MY 2154 Treaty not conduct any independent foreign affairs, they have a considerable economic and political freedom concerning internal matters. For example while many sectors of Spartan economy are government controlled, the University Protectorate has a free market with a privately-owned bank system.

It appears that the Data Angels have made abuse of this. Crypteia has after years long thorough investigation concluded that 200 energy credits has been stolen from our Protectorate. This was done by Angel operatives, who registered a fake firm in the University. These operatives then loaned 200 energy credits from the largest bank in the University, Minerva Bank. Using frauded documents, Minerva was led to believe investing in the firm would be money well spent.

Nothing could be further from the truth. As soon as the Angel operatives had acquired the desired 200 credits, they set up an overseas bank account and gradually sneaked the energy in small amounts to Angel lands. As the University security can be lax from time to time, this went unnoticed until the Spartan elite Crypteia divisions noticed the missing energy during a routine check.

Here we present proof of the crime committed. Naturally top secret information has been omitted for the public eye.



As the Federation has repeatedly stated we would not allow unapproved contact with the University, there is no excuse for the Angel behaviour. Therefore we demand immediate repayment of the outstanding loan to the University Protectorate.

I would say to this that the distruction of the 2 probe teams and the fact that University territory is not concoured territory allowing for free trade.

These two things combined cancelled the agreement as stated in sub section f or paragraph 3 on page 67 of the loan agreement.

Dear Spartans

Although previous to the attack on our two teams on manuvers we did owe you the 196 ecs.

Acording to sub-section f of the agreement "The contract will become null and void if either party attacks the other and immediate repayment of the entigre sum owed upon the Data Angels attacking the Spartans."

This along with the fact that the University is not conquored territory leaves us with the belief that no payments are required by the Data Angels.

For freindly relations let us work on a payment schedule of the remaining principal of ???.?? ecs with the same sub-section f in the aggrement.

How is the wording.

I would not agree for the repayment that fast.

1) We in fact received 118 EC (something like that). 200 EC is with interests

2) I would check how exactly the treaty between Spartans and University is formulated. Maybe it is still within their Law.

3) We can always say, that it is Zakharov, who broke their law by lending us money. After all for 118 EC he will receive 200 EC.

4) At some point Spartans told us, that they wanted to stimulate University economic growth. According to our economic analysis, this loan is steady income for University and with interests is beneficial for both University and Spartan Federation.

5) Loan is repayed to University constantly. Trying to take 200 EC from us now, will in fact make it 400 EC payment. So if they kill University now we might agree to forward the balance to them, otherwise we pay to University at the moment.

Forester, I think we should go this line. That this is ok, and in fact beneficial for them, both University and Spartans. and according to what they wished and stated before
If they still insist, I would propose some other side to mediate this matter.

Ok, I think we might then go this way. We send them drop scout now. Tell that they can receive from us AAA any time now. We also ask that they do not trade it or give to Spartans or Morganities.

absolutely not. its my understanding we already are paying.

why dont we just get it started and break off diplomatic contact. of course this is what they desire...we just need a few turns to get airsuperiorty units out. just keep em talking for a few turns with lots of hard to understand messages and BS remember if your at war,you dont pay loans....get a EC\turn agreement if you have to
