I do not know that, but I guess it is ok to be just pacted. I remember that you cannot infiltrate a pacted faction, but I might be wrong.

As for the Morgan infiltration. I would not be surprised to find:
1) a probe defender in ZZT base
2) crawler on that forest in the tile next to Hindenburg Habitat.
Well, frankly speaking, I think we are a bit to late with infiltration of human factions. Flexibility should be our priority after the Industrial Automation. We might get a better chance then. We still have to infiltrate all human factions. That might be not possible in an easy way...
