    Colonel Googlie snapped his wristcomm shut and again stood to address the Conference delegates:


    Dear delegates:

    The Federation would like at this time to have all factions recognize the unique status of the University of Planet as a Protectorate of the Spartan Federation

    At the beginning of this conference I deposited with the Chair the proxy crystal of Acadamician Zakharov..

    Our requirement is that any contact with this University sub-faction must be cleared with the Federation beforehand. And by "any contact" we mean exactly that ..... commlink calls, suggested trades, offers of Truce, Treaty or Pact, covert operations activities, overfly rights or ocean or land passage rights, etc., and if a faction is approached independently by the University, must divulge the fact - and content - of such approach to the Federation and seek the Federation's counsel on how to reply to any such overture made by the University, before replying

    The University has a prior relationship with the Peacekeepers which we ourselves will respect - and, obviously, faction leaders are free to deal with the Peacekeepers as and when they wish - our requirements for advance permission from the Federation only applies to the University.

    While it could be left unsaid, it does bear mentioning, that ongoing peaceful relations between the Federation and other factions on Chiron will be greatly facilitated by such recognition - and put in jeopardy by its absence.

    Might we have the Council's recognition of this Protectorate status and agreement on this contact procedure - by a roll call of individual factions?

      What is the Junta prepared to offer in return of this recognition?

      And, in case it is accepted, how are factions supposed to confer with Sparta when the good Provoost chooses to contact any faction? Simply ignore the call, and call back when permission is 'granted' by the Junta?

          To clarify: What the Junta asks here is that democratic governments acknowledge the virtual annexation of the last free University vestiges. Wouldn't it be more fair to simply get it over with and occupy those remaining vestiges? As stated in the beginning of this Conference, the proxy was accepted with the sidenote that the University couldn't decide on it's own in quite some matters. If the Spartan Federation even wants to control the last few departments in which the University seems to have a voice of it's own, then you better demand from the Provoost he simply cuts contact with all other factions.

            Colonel Googlie looks around the room, coughs, then rises to his feet and addresses the Conference:

            Of course the Conference Chair is correct - an option always open to the Federation is the complete annexation of remaining University bases. However the Junta believes that it is in the interests of all factions on Chiron to benefit from having the Protectorate - it generates - for all factions - additional trade and commerce, which is why we have encouraged Treaties with our vassal state.

            But it has always been understood that accepting the special relation between the Federation and the University was a precondition for peace and commercial relations with the University protectorate.

            But let it be recorded that we do not intend to offer anything in return for other factions having profitable commercial relations with the University. If factions refuse to recognize the Protectorate, we will simply ask Zakharov to decare war on them, not as an agressive move but to prevent unauthorized contact. Likewise, if the Corporation and the Gaian Union refuse to recognize the Protectorate with the diplomatic limits that follow from it, we do not see why we should make any effort to broker peace between them.

            And as regards the mechanics of such recognition .... if rogue elements in the University Protectorate masquerading as Provost Zakharov should contact another faction offering technology trades - or other exchanges - it is a simple matter to put the call on hold and immediately contact the respective faction's Embassy in the Federation or else commlink (by e-mail) a Junta officer for guidance.
            The Colonel shrugs eloquently

            But if there are elements within the other factions that seek to provoke the Federation by flouting this conditon, then all they do is give legitimacy to the hawks among our officers who will then agitate for redress.

            And this is not a threat, but merely a reminder, as we have said before: - our reach is as long as our memory

              I see. And how would the Federations' position be in case Dr. Zakharov wishes to pursue vendetta on his own regardless of his masters' wishes, and conflicting damage while doing so? Do you agree that, in self-defense, such factions have the right to inflict damage in return to say the least? The Federation keeps on pressing it's Modo doctrine in our throats. Does it think of refusing both warring factions of passing 'protected' waters, or only the non-university military units?

                  Colonel Googlie re-enters, and taps his stylus against the screen, the following message appearing in front of delegates:

                  The Conference Chair has made a valid point, but one that the Junta believes is unlikely, given that we are strongly encouraging the good Provost Zakharov to concentrate on pure scientific research and developing his infrastructure with a view to profitable trade and commerce with all factions.

                  But, of course, we have permitted the University some autonomy in raising and maintaining defence forces, and it is not impossible that some hothead Captain or Major in the Universty Peace Corps might commandeer a transport and load it with a couple of Ogres - or other such units - and sail to pursue some imagined slight given by another faction.

                  Should this happen, the Federation is prepared to be flexible in its position, and allow such rogue units to be destroyed without recourse by the Federation. In fact, as soon as we are aware of such potential aberrant behaviour we will advise all factions that rogue elements are on the loose.

                  Furthermore, should destruction of other factions' facilities or units occur as a result of University aggression, the Federation will ensure that our Protectorate, the University, makes adequate reparations to cover the cost of replacement facilities or units.

                  (Of course, if the Federation itself should become involved in Vendetta with any other faction, then we may - or may not - request assistance from our Protectorate, in which case the above conditions would be annuled)

                  We believe that we cannot be fairer than that.

                  However, unless in defence of a faction's own property, the Federation will not countenance offensive actions by other factions against the University, whatever the rationale, and by whatever means (land, sea, air or covertly) and should this happen, the full might of the Federation will be used to defend our Protectorate's assets.
                  His comlink beeped, and the Colonel peered intently for a moment at his wrist comm, then excused himself and left the Chamber

                                While the University Protectorate can according to the MY 2154 Treaty not conduct any independent foreign affairs, they have a considerable economic and political freedom concerning internal matters. For example while many sectors of Spartan economy are government controlled, the University Protectorate has a free market with a privately-owned bank system.

                                It appears that the Data Angels have made abuse of this. Crypteia has after years long thorough investigation concluded that 200 energy credits has been stolen from our Protectorate. This was done by Angel operatives, who registered a fake firm in the University. These operatives then loaned 200 energy credits from the largest bank in the University, Minerva Bank. Using frauded documents, Minerva was led to believe investing in the firm would be money well spent.

                                Nothing could be further from the truth. As soon as the Angel operatives had acquired the desired 200 credits, they set up an overseas bank account and gradually sneaked the energy in small amounts to Angel lands. As the University security can be lax from time to time, this went unnoticed until the Spartan elite Crypteia divisions noticed the missing energy during a routine check.

                                Here we present proof of the crime committed. Naturally top secret information has been omitted for the public eye.



                                As the Federation has repeatedly stated we would not allow unapproved contact with the University, there is no excuse for the Angel behaviour. Therefore we demand immediate repayment of the outstanding loan to the University Protectorate.
