Hit ESC as soon as the movie starts. The movie will end and take you to the menu once the game finishes loading. If you'd rather look at the black screen, go for it, but this is a silly complaint.
However I totally agree about the DirectX 11 thing. It gives you the option to make a shortcut that supposedly takes you directly to the DirectX 11 version, but the "choose 9 or 10/11" window comes up anyway. If this can't be automatically detected (why not?) then I should have only needed to make the choice once.

I think your Ctl-alt-dlt problem isn't the game, but something with you processing it. I've noticed that hitting esc still gives me about 3-4 seconds of the video and then the game loads. It used to go until "Welcome Back, I've missed you." Now it seems to cut a second before that point. But I haven't had any crashes because of it (although I have had crashes after a save loads. Firaxis, can please eliminate steps 2 through 5, so I only double click on the desktop icon and I'm taking emmidately to the main menu, no DX choices, no accepting agreements, no videos etc...
The way it is now, i get annoyed with the game before its even launched!
