Well, I have bought my new computer now.

I assume an AMD Dualcore with 3 GHz/Core, 4 GB DDR-3 Ram and an Ati Radeon 5770 will suffice to play Civ V

For slightly extra cash I would have bought a tri/quad core CPU instead, given that Civ5 will scale with cores. And memory is cheap, I would have bought 6-8 gb. Video is good though. The better you buy now the longer the life it will have after all.

I have a HAL 9000, which should be have more than enough power to play C iV.
We need seperate human-only games for MP/PBEM that dont include the over-simplifications required to have a good AI

Very probably. But why would you buy a DUALcore in 2010??? I've had a Core 2 Quad since 2008, and it was cheap already then. Now you can get an i3 or i5 for the same price or less. BTW, the graphics card you have is great, good choice there.

I choose the banana option, because I have a state of the art computer.

                Core i7 920,
                4 gig Ram (corssair)
                2x 750 HD (raid)
radeon 5850 (asus) amd/ati videocard, 1 gig mem

I bet you can run CIV5 perhaps even Civ10

With such a great computer, you really should have more than 4 gig ram.

Well, I wanted to have a CPU that has a good clockrate per core, as some aplications as well as games (dwarf fortress for example) are still single threaded and therefore benefit more from more power per core than from more cores.
But thanks to the AM3 socket it can be upgraded to any of the upcoming CPUs without problems (that is in 1-2 years, when CPUs have gotten cheaper again and/or even another generation of CPUs is on the market)

I have a pretty righteous rig, so no. If my radeon 4850 x2 doesn't meet the minimum requirements, then something is wrong with the lead designer's priorities in developing a Civ game.

I don't think that at the moment and in the 2 years ahead there is no need to have more than 4 gigs of memory. I don't know if your where talking about my post or someone else but does not matter because 4 gigs is 4 gigs. I use
my computer for other things than gaming that require some more kick (video editting) other wise a i3 or a i5 would be enough to play all the newest games. (if you have a good videocard offcourse)

                        btw, I use W7 home premium 64bit

I can't believe they still haven't released system specs.

Perhaps they are not finished optimizing?

Perhaps it's a bigger, more involved, internal discussion. They got so much grief last time....

No real commander would send the artillery in with no protection and the expectation that it would be destroyed.
My god how correct you are. It was one of the major failings I found when I switched up from 3, the whole point of Artillery is remote attacking/damaging. Something to be corrected in 5 possibly.

As to upgrading it will depend on what is offered, if it is a DX11 game then I may need to get a new GPU if the GFX warrant the upgrade but everything else should suffice.
