I disagree he has characteristics that only fit the orcs from the LOTR movies as their orcs are completely different from all other ones.
Classical orcs are much broader and have thicker jaw and smaller cranium. They are also much more muscular. LOTR movie orcs look more like dirty hillbillies with "beauty issues".

Nice Orc. Agreed about ugliness, and also agree that it needs war wounds, chains, etc.
About the other leaders.....I look forward to them, but....why Legolas? He wasn't a leader, only an elf who by circumstance got a lot into the plot. A more logical choice would be Elrond or what's his name, leader of Lothlorien and partner of Galadriel.
In my opinion, for a LotR scenario, you would need the following civs: leader -
Elves: Elrond or What's-his-name of Loth. Maybe have both as separate civs.
Dwarves: whoever the leader was, who I don't think was Gimli (again, I don't think he was the leader, just an unfortunate dwarf)
Orthank: Saruman
Mordor: Sauron
Gondor: Aragorn (he's leader eventually)
Rohan: What's-his-name
(as you can tell, I'm not good with names).
These civs I think would best represent the second war of the ring, showing the most influential civs. (note I didn't mention hobbits....if you think about it, only 4 hobbits actually did anything in the story that mattered to the plot...5 if you include smeagol).
King Theoden of Rohan I believe you are looking for.
And it always seems that in Lothlorien, Galadriel, rather than Celeborn is wearing the pants so-to-speak, so I'd make her the leader of choice.
And yeah, as a world power, the Hobbits don't figure (and Smeagol was only identified as Hobbit-like, or at least that was the case in the books.)
As for the Orc, it looks pretty cool. But I agree it could do with some scars and accessories. Also maybe if it was a little greener perhaps. Just a thought.
