There's not a big difference between the two, so yes you can use it as is. What I've been doing is opening up the Bic file in the regular editor after I've used the hacked one. There's only a few extra flags that have been added in version 1.16f, so it's just a question of setting those, then saving it again. It's a bit of a nuisance, but it gets the job done.
Sorry, setting a flag simply means checking one of the boxes in the editor that gives the unit/improvement etc. some special ability or function. The 1.16f editor has a few more options you can select than the hacked editor does, but not really all that much. So if you want to include any of those new options, you have to load the Bic file into the new editor, after making any changes the hacked one allows you to, reset the new options, then save it again.
It's a bit of a nuisance like I said, but if you are also using the Civ3CopyTool (soon to be Civ3MultiTool I understand) it's not that big of a deal. It pretty much does everything the hacked editor allows you to do, and it generally does it much better, so most of the time you'd only have to use the 1.16f editor. I hope that helps your confusion.

help me! i downloaded this file (or maybe an earlier version of it) more than a month ago, and it worked fine. now im trying again (new pc, old one was robbed), and my blasted computer is telling me it's only a 26 BYTE file!!!
somebody help me, please! i really want to get playing again, but i cant mod the game to the way i like it without this .exe!

Problem: I've deleted all my technology (I didn't want any for my mod) but the game bombs out. I can no longer access the "Rename" button to add a tech back in as it's disabled. So now what to I do?
I'm about to download the civmulticopy tool and see if that'll help.
Otherwise I may have to start the mod from scratch again!

Randomize bonus grassland tiles:
If this is checked, Grassland tiles will randomly have an extra shield when placed. If unchecked, you must manually select Bonus Grassland to place if you want Grassland with an extra shield.
Seed:
The seed can be used to generate the exact same map again. When you generate a map, all calculations are based on a single seed number. If you generate another map with the same world setup and same seed, you will get the exact same map.
