Have the units in that scenario been modified? That is common for many of those packaged maps.

Have you forgotten alexman's first post, stating that the AA value is ONE TENTH of the stated strength?
Four 2-strength flaks would be 0.8A/2D = 0.8/2.8 = 28.6%.
One flak: 0.2A/2D = 0.2/2.2 = 9%
EDIT, per one of alexman's posts on page 1:
"More like:
1 AA unit: 9%
2 AA units: 17%
3 AA units: 25%
4 AA units: 32%
