The Altera Centauri collection has been brought up to date by Darsnan. It comprises every decent scenario he's been able to find anywhere on the web, going back over 20 years.

For all my CIV2 efforts, I use good old PSP 5!
I like to plunder my chaotic scratch pad and previous city sets for buildings/components.

I tend to begin with a simple terrain tile (plains/grassland)
and begin with one central building or a clump of them.
I find keeping the overall theme of the layout consistent
does help, and upgrading a certain building to the next size
helps to maintain a good 'look'...
The shading is done by creating a new layer and giving it the 'multiply' setting.
I put this setting to about 60% on the opacity slider,
and then carefully mask the areas to be shadow-covered.
What I do then is to select the spray can tool and set it to 2 pixel radius, and full flow.
Also, using a nice dark grey or brown is prettier than plain black.
I lightly sweep the mask areas (on the multiply layer) and create the shadows.

Always make sure your shadows fall in the one direction!

Curt my friend this new magnificent default cities.png is B - E - A - UFITUL. Thank you very much for the advice, I'm sure it'll take time however to nail down the proper technique to produce graphics of that calibre.
Also, those new flags put anything I've ever done to shame man! Well done indeed
